0580a46688 audio: Add a config option for queue buffer size 
It may help to increase this for users that are experiencing buffering
before track changes. Workaround for #1409.

Implement a check on file permissions for the config files that are loaded
and print debug if mopidy fails to load it due to missing file file permissions

fcf39833ca config: Support UTF-8 in default config 
Fixes issue reported at https://discuss.mopidy.com/t/428.

Mopidy-HTTP-Kuechenradio includes a non-ASCII UTF-8 character in its
default config. If Mopidy didn't already have a config file, it crashed
when trying to create the initial config file based on the default
config of all available extensions.

a67bb55428 Remove the mopidy-convert-config migration tool 
It's almost a year since we changed configuration format and the tool is
barely maintained, probably not doing a perfect job any longer.

e255afb97f config: Make keyring log messages explain more 
...as a lot of users see debug-level errors from the keyring code and think
they explain some larger issue. These are currently *always* red herrings as
there is no command for setting configuration values in the keyring yet.
